Headcanon:Casey Jones and Papyrus are permanent residents of an area left corner called the Shun corner. Occasionally the others are sent there but its mostly them.
The reason Casey is because he wore a skeleton costume and refused to put anything else on. The reason why Papyrus is in the shun corner is purely Mel's wishes which Dark or Animosity is happy to oblige.
