With how the conversation goes leading up to the reveal and threat, you know for a fact Cardinal doesn't like diplomats. And in a way, they're technically an enemy to the Order. So. Yes, it's entirely within reason to believe he'd follow through on that threat.

It's also entirely possible he brought it up exactly to pull what she was trying to do... and throw her into her emotions instead of just letting her think clearly. And it works because Vi would point out whether or not it seemed he was bluffing or deathly serious. She spends so much time reading him, and he's easy to read— but here, perhaps the one time it matters most nothing is pointed out...

I do believe, though, that if it came down to it he'd follow through with the threat. But I ALSO believe he's well aware that going to do that would quite possibly out him and his deviation from the rules and protocol so... a threat with no actual intent, but one he'd potentially follow through regardless?

The kicker here, is that even with Vi he feels guilt over hurting her so I don't know how it'd play out. It may be too big a toll on his morals for dirt that may not even play to his favour. Dirt that absolutely does not play in his favour.
