A superpower being disabling is a concept I really like (it's just more nuanced, and the whump scenarios...yum). If Gazerbeam uses wrong prescription glasses to prevent his gaze focusing and killing people accidentally, poor guy must have terrible headaches all the time. I imagine the helmet is specifically designed to help that he doesn't fire lasers when he doesn't want to. Maybe he wasn't so into being a hero only because of he had a heart of gold, but because that was the only space where he could exist without fearing of hurting people. So when supers were outlawed, this possibility was taken from him. And because of Bob and Lucius (though, who knows about Gamma Jack...) weren't in touch with him, he lost maybe the only people he could be comfortable with.
