I always thought you were playing as that small bean in the bottom center of the screen in Mean Bean Machine. The idea being Sonic can't solve this problem, so it's up to the smarter and more technically intelligent bean to save their/his/her own people (beans!) from Robotnik's horrible experiment. Sonic would've gotten bored by the puzzle.

You are talking about Has Bean, the more sunkissed variant of Carbuncle, the former pet of Satan.

The Puyo Nexus page apparently describes him as a former bean person who was turned into a robot and escaped. The Puyo Nexus suggests Has Bean helps the player from the sidelines, but Sonic Retro confirms it's unknown whether you are playing as Has Bean or if he simply provides aid.

Has Bean strikes me more of a cheerleader type. He counts down the start of a round, and doesn't really seem to be in control of or effected by the outcome too much. He doesn't even get sad when you lose. If he reacted more, maybe I'd consider him for the player character. But I don't personally believe it.
