okay i am getting frustrated now - anyone know how to get the tunic of memories in totk?

I’ve found all the bargainer statues and completed the quest for the one under the great plateau - and yet I’m still not getting the option to buy it from the statue under the plateau, the one by the spirit temple, or the one at lookout landing

Am I missing something? Is there another step? Am I going to the wrong statue?
