step 1: secure the glitter step 2: find a water gun. Youll need a decent powered one step 3: mix the glitter with glue to make sure the gliterfication works well step 4: fire at will

(silver paint can be obtained from many crafts stores, if you want the colour to be thicker/less transparent add in cornstarch or another colour as a base)
