This tutorial got comments before here and on pinterest that it should have specific measures. Well if I ever redo this I might add the size of the paper. On the other hand you should know that is doesn’t actually matter. What’s important that is the ratio, bigger and smaller sizes for the petals, that’s all you need to make sure of. For example I always use a bigger paper when I am making something for the first time, because it is easier and make a smaller version later when I know the folds by heart. But I don’t even check the recommended paper sizes.

Really easy papercraft rose (Paper rose)
