Reinforcements for the Idoneth Deepkin.
The Temple Of Sarr Danoi lies at the crushing nadir of the Maithnar Sea, the resting place of the Ocarian Lantern. Mathaela is the chief priest, a seer who divines the future by reading the churning currents of the ocean. In the wake of the Vermindoom they foresaw great tragedy befalling the chorrileum – great soul-reefs which house the souls of the Idoneth dead – and they now emerge from the depths to defend these precious reefs from dark forces. Spending so long in the depths has given them a great affinity with the aquatic horrors that live there – not many other people to talk to – and their Siren Song of the Abyss rouses these pelagic pals to action, adding 1 to the Attacks characteristic of friendly nearby companion weapons. As a wizard Mathaela has access to the Lore of the Deeps, and their own spell which crushes the life out of opponents – the bigger the foe the more damage it’s likely to do.

They can also use the Lore of the Abyss to summon the Incarnate of the Deep – a manifestation of the realmsea’s extraordinary power who visit violence upon the foes of the Idoneth. Summoning such a creature is no mean feat even for Mathaela, as the Incarnate puts great strain on the soul, absorbing part of its essence to come into being – the risk a mark of the desperate times the Idoneth Deepkin find themselves in. This leviathan entity can turn its roiling liquid form into a crushing maw and scything waves that can hit for a hefty 3 Damage. It is especially effective at tearing down edifices with Anti-Faction Terrain (+1 Rend). After it is summoned, it can use the Grasping Tendrils ability to summon a pair of Abyssal Tendrils, or dissipate one that has served its purpose elsewhere.
Also, new Incarnate Manifestation, it has been a while since those were mentioned.
Idoneth are the most relatable AoS faction something deeply wrong with their souls, disapproving parents, wishes to not be seen so hides in the murky depths and wipes peoples mind, love of fish and the sea

Volturnos has a few good things going for him - as the last Cythai, he has a unique kind of authority, one backed with effectively millenia of mythos of multiple Cythai leaders. Most enclaves can trace their lineage to certain Cythai heroes and founders. By occupying the same space as those mythical heroes Volturnos has a privileged position of power over any Akhelian leaders.
The Idoneth as a whole were in a fairly good spot for a long time, the strategy of isolationism and raiding brought safety, stability and gradual expansion. Yes, the problems were not getting solved, only remedied and delayed but it clearly worked good enough during the Age of Chaos.
Now that the Age of Sigmar is here, it's time to change and to make some difficult decisions. Volturnos placed his alliegance with Sigmar, aiding the Stormcast in the fight against Chaos, effectively ending the era of secrecy and careless raiding. This was not exactly a popular decision - major enclaves like Dhom-hain and Fuethan are still opposed to this new way of living and continue their lives as earlier, undermining the course that the High King took.
Then there is the alliance of Shadow and Sea, the treaty with Morathi-Khaine. It was made under duress, with a major host of Idoneth effectively stuck between forces of Morathi-Khaine and Hedonites of Slaanesh. It certainly goes behind Sigmars back by assaulting a major City of Sigmar, but for now Morathi-Khaine was allowed to do as she pleases. It may still come back to bite everyone in the ass down the line, but it benefits the Idoneth for now.
Finally, the fruit of that alliance, the souls of Cythai recovered by Morathi-Khaine from Slaanesh. Under the guidance of Mathaela, Volturnos decides to use the Cythai souls as a means to awaken the oceans, in the form of Incarnates of the Deep. What is the true endgame here is difficult to say, as it's clearly meant to be a long term plan. Volturnos himself knows that this decision will not be popular, and could even be seen as sacrilegious.
That is all to say, that despite the difficulties of representing an entire culture of aelves, Volturnos is still considered a great leader of renown, a peerless fighter and politician and many look towards him for guidance and salvation (I. E. The Ymmerloc enclave in Soul Warden short story).
He's had a good run so far and despite some troubles, he's yet to loose his life, sanity or the goodwill of his people.
