Like, bro just looked at roger and decided that's his dad; looked at ace and decided that's his little brother. But to buggy? Nothing. To shanks, buggy is more than just a friend or a brother. It's the person he wants to spend his entire life with. There is so many evidence to this:
Remember the time buggy got sick and shanks stayed behind with him? Like, this was shanks chance to see the one piece but he didn't go, because buggy was not there with him and to him it felt wrong. that's not a best friend behavior more like "I will give up the world to you" vibes.

And I tend to notice shanks treats every one like a family/friend—luffy, uta, gaban, the red haired pirates, literally everyone. But to buggy? He got that ✨special treatment ✨ have you seen him act in the anime/manga? Bro is down bad to him.
