Earth exists in Carter. Its intentionally unclear whether the story takes place on earth or not, but the older people within the story usually associate themselves with a vague earth nationality (Mariposa is spanish, angel is Dominican, hazard is American). The whole story is meant to have a very 'ice war of europa' feel to it, where the minutia of geographical location and the reasons the sides are fighting other than to advance and recede their front lines is pretty unclear, so whether it takes place on mars, venus, a heavily destroyed and half rebuilt earth, or some far flung exoplanet is totally unknown and unnecessary to know.
