Tony heard about Bucky refusing to talk to redwing and took it very personally (talking to robots is his #1 hobby and people do not get to act like its beneath them) so tony built bucky a flying robot to follow him around the compound full time, beeping happily and whirring. And it would stop, Bucky just had to ask it nicely.

It was supposed to be a prank but Bucky refused for so long that he got attached to the little bot and it became somewhat comforting. He would never admit it, but the little bot following him around made him feel like he had a friend, and anyone staring at him (for his past, and who he is) could just be written off as looking at the bot. Its like having a full time ice breaker ready.
