There's two reasons why tierlists stop at F:

In sub-F tiers, the tierlist begins to move back towards high quality, but due to passing the G Horizon, it does so with reversed chirality. This is obviously dangerous.

If the tierlist is allowed to extend all the way down to S, a criticality incident occurs, triggering the Helvetica Scenario.
