It starts with hate, but they pretend to be worried that the trans person retains whatever advantages males have when it comes to strength and endurance, and that it’s unfair. Well, first, the hormone treatments reduce a lot of those advantages, second, the size bell curves of both sexes mainly overlap—there will always be cisgender girls who could kick the ass of anyone else they encounter of either sex.

It's also important to note the AG is threatening a foreign private organization which is absolutely allowed to make whatever membership rules it wants. He really didn't think through the precedent that would set.
