Re: White bordered full arts: It's legal to make the borders of a black bordered card white, as long as you don't effect the text on the card or any shuffling properties

It's not a tournament legality issue. You can play white bordered lands in all formats right now. It's not wanting to do something we've chosen to stop doing.
