I know they're an ass in the end, but Ivenci isn't wrong. The Crows really aren't the protectors they think they are, and their insistence on controling the city is, I think, more about Crow economic interests than Viago and Teia are willing to admit.
No wonder Ivenci goes bonkers. I imagine them committing years to getting where they are now, thinking the power will help them fix Treviso's ills, only to learn that the real power only ever expected them to be a puppet.
