Jack is smart
He seems to just act on impulse, but if you look again, you can see he uses everything at his disposal to create helpful circumstances. He waits for things to align as he wants, and then pushes on to do what he planned.
Give a second look on his escape from the king in Potc4, you'll see what I mean. It's not a long-term plan, he follows his inspiration on the moment, and build every details, even to be able to finally eat the cake!
Yes, he is lucky, but he doesn't rely on luck only as you could believe.
He is educated and has read Dante. Not usual for a pirate. In The price of freedom, you learn that he has read Shakespeare too.
He can even speak Latin.
He is famous for using complex phrases, and most think they are just funny resorts and non sense. But once again, what he says makes sense when you take it seriously. Furthermore, he uses confusion as a language skill, to divert other's attention and get what he wants.
Look at the "key and chest" speech for example.
He knows exactly how to bring others where he wants to.
Jack let others believe he is just a stupid lucky guy only because it serves his interests, so he could be more free to do what he wants and to surprise everyone. Even if he likes to show off sometimes, I think he appreciates to be underestimated too.
