Miami Cop Javier Ortiz called 12-year-old Tamir Rice, killed by a police officer, "A thug." He stalked a police critic, who had to have a restraining order taken out on him. He has been accused of police brutality, falsifying evidence, intimidation ... the list goes on. And then? He was promoted to captain. Lately he's been targeting young black men and putting them in jail unnecessarily.
