Lucrecia still doing unethical research but in this shes not getting into in utero/in vivo genetic mods, she's in anthropology looking to exploit a closed culture folk religion in the Nibel mtns that centers on the surviving worship of rusalka.
Limited outside knowledge due to oral tradition/the telephone game that gets played w some anthropological research makes her believe that this is a sacrificial observance and that the local worshippers are trying to keep her at bay but in reality they consider her an ancestral spirit tied to the founding of their village. She's a woman of the water to them in a life-giving way not in a 'siren' way.
Lucrecia realizes since this is a closed practice and the Nibel ppl haven't gone out to share/proselytize/clarify that she can be the investigator of record and put out a work clarifying that this isn't related to a deity at all, it's memory ritual/honoring their dead. But in her attempt to be welcomed into the closed practice when she's brought into the fold by the villagers who think she is approaching their religion in good faith, she begins to communicate w the rusalka, Jenova.
She grows to want more than to be the investigator of note though and she believes she's smart enough to convince the people in the village that as the first convert from outside their community she communicates in a more special/deep way and she is a prophet.
She starts believing her own lie to them and wants to fully enshrine herself in the belief centered on this rusalka and she starts using what she says is The Word to lead the people of the village to their death, killing them personally, selling them out one by one as she gets closer and closer to Jenova. She's convinced that theres an incredible deep love between them and it's so caught up in her ambition that she's become the woman of the water, the symbol of fear that she believed Jenova was. And jenova has to keep her there forever because Lucrecia can't ever go back from the power of being feared/enshrined and Jenova knows this.
Lucrecia watches herself bend and fold and twist and melt and grow in jenova's grasp and feels loved i think. How intoxicating to be changed! To be mixed-up this way with someone. To hold yourself open to be changed and watch with desperate curiosity! I love you. I understand you more than i ever could before. I want more
