I made this post about Hopper being off his medication in S1 and the deputies knowing about his prescription.
I assumed that he was on an antipsychotic but thanks to @lesikm, we know that he was actually taking Tuinal.
This is a barbiturate (sedative) from the 1940s, often used for insomnia. The part that ticked me off was that the drug has anticonvulsant properties. I began thinking about seizures and the Mkultra government project which we learned about in S1.
Jane's mom, Terry, was a patient of this project and she was left in a vegetative state.
She points out that Hopper and Terry would have gotten along, after he asks about the CIA's involvement.
Was Hopper also a patient of MKultra?
Given Terry's state, I think it's fair to consider that Hopper could have amnesia or false memories about his experiences. There has been a lot of analysis about Project Nina and Brenner implanting false memories. I am also positive that there is a very big reveal about Hopper's circumstances and I have a series mostly dedicated to him.

The very first thing you learn about in any psychology course is Ivan Pavlov and his dogs. He developed classical conditioning by teaching dogs to salivate from the CS (conditioned stimulus) of a bell, by associating it with the UCS (unconditioned stimulus) of food.
I’ve talked plenty about how Brenner’s kids in the labs are compared to dogs. That comparison has been made frequently….

Okay so my original thought was about the whole "expand boundaries of the mind" thing and I considered expanding the mind of an animal.
El has very limited communication in S1. Mike's 3yr old sister says more. She kind of is like a dog.
Will's dog is gone; Chester disappeared. I'm just saying have you ever seen El and a dog in the same room together? Where am I going with this um...
We've seen El in the same room as a cat. Historically, cats and dogs do not get along (or at least that's what people say).
Cats really do not like Eleven. The orange cat was hissing too but you could only hear it.
This brings me to the track titled "Brenner's Little Pet" which played in 4x3 during a discussion about Eleven.
Brenner was training dogs. He was training SEARCH dogs. They can ride in the baggage compartment as in they can search the UD.
In 4x1, Brenner draws a picture of a dog that the kid says looks more like a cow. Brenner was never much of an artist, not like Will.
Brenner doesn’t know how to draw a dog. So his dogs ended up looking more like children.
Hopper is a cow? @walkablepurse50 Brenner can’t draw dogs, they look like cows. They look like Hopper. Will is artistic and he would be able to draw a dog. I’m thinking about Will’s roll in all of this and the beautiful things him and Vecna were going to do together.
So in summary, I think it’s possible that Hopper was prescribed Tuinal after MKultra fucked with his head. And he’s got some amnesia. And there’s a massive fucking acid trip going on somewhere or everywhere.
