if there's extra water you're DOING IT WRONG
my fav method (i can't remember who told me about it) is a half hour pre-soak, full power until it's boiling (on an electric stove i imagine it's different with a gas stove) and then turn it off. if you struck the 2:1 balance (with a little saffron for taste if u got the funds for it) then there should be no extra water and perfect fluffy rice in 10 minutes after the switch-off
