Naoya is nimble and moves on intuitive impulse, while Josuke's skill seems to be comprised of more muscle power than anything else. Naoya’s dexterity doesn’t necessarily make him good at fist fights, and there’s a discrepancy between fighting style and muscle mass to begin with. While he can fight with his fists, he probably wouldn’t come out of a melee fight against this high school kid and his Stand without a few broken ribs and fingers and plenty of bruises everywhere.
As for an ‘all-out’ duel with Josuke’s Stand and Naoya’s Persona involved… I’m convinced the victory can go either way. In any case, Josuke may be able to be considered stronger in overall fighting ability as he’s a 16-year-old fighting against a man in his 20’s. He’s bound to get stronger.

It's been a good three years or so ever since Naoya turned his mind away from the SEBEC incident. The life he had lived thereon had been relatively free of disturbances that would lead to the need to summon his personae. The ability bestowed upon him by the 'masked man' had left him with a certain sensitivity to those possessing particular strength in... ego, should he say?
