Housing First’s early goal was to create 2,500 new homes. It has created 3,500. Since its launch in 2008, the number of long-term homeless people in Finland has fallen by more than 35%. Rough sleeping has been all but eradicated in Helsinki, where only one 50-bed night shelter remains, and where winter temperatures can plunge to -20C. The city’s deputy mayor Sanna Vesikansa says that in her childhood, “hundreds in the whole country slept in the parks and forests. We hardly have that any more. Street sleeping is very rare now.”

The man dubbed the Indiana Jones of the art world says he offers thieves ‘a way out’

The ring at the door of the modest east Amsterdam apartment came late in the day on Thursday 14 March. On the doorstep stood two men “with contacts in the underworld”, Arthur Brand recalls, and with them a large, rectangular package.

Eagerly, Brand removed the covering and examined the contents: Buste de femme (Dora Maar), a portrait by Pablo Picasso of his mistress. Unsigned because it was never sold by the painter, it bore in its bottom-left corner the date he completed it, 26 April 1938, and was worth an estimated €25m (£21.5m).

Popular image of man ogling another woman deemed degrading and discriminatory

The popular Distracted Boyfriend meme, based on a photo of a man turning away from his outraged girlfriend to stare admiringly at another woman, has been ruled sexist by Sweden’s advertising ombudsman.

The stock image, also known as Man Looking at Other Woman, by Antonio Guillem, a photographer from Barcelona, was named meme of the year in April and was one of the most widely shared memes in 2017, providing comment on anything from music to politics to hit TV shows.

As solutions go, it is certainly radical: to thwart a mass epidemic of cheating by students taking their school leaving exams, for up to three hours a day this week Algeria shut down the internet – for everyone.

“It’s beyond ridiculous,” said Lyès Rekkeb, 28, who works for a web design agency. “Every kind of connection is affected – fixed, mobile, wifi, 3G … No one who uses the internet – travel agents, startups, transport firms, even some banks – can work.”

David Chipperfield-designed centre would harm Stockholm waterfront, court rules

A Swedish court has blocked the construction of a major new Nobel Centre in Stockholm intended as the future venue for the world’s most prestigious arts and science awards.

The 1.2bn krona (£100m) brass-clad structure, designed by the British architect David Chipperfield, would harm the capital’s picturesque waterfront, a cultural heritage site, the land and environmental court ruled on Tuesday.

A new exhibition in Rotterdam uses the films of Trump’s former right-hand man to examine the visual art of propaganda

Most recognise him as the dishevelled former Breitbart News boss who ran the triumphal last leg of Donald Trump’s election campaign and then became – until his sudden ejection, seven months in – the new president’s chief strategist.

Some may recall Steve Bannon was once at Goldman Sachs, and executive produced a few Hollywood movies. But not many know that he also made films of his own – and might justifiably be considered one of this young century’s more significant propaganda artists.
