I mean it’s history. When regions were settled by colonizers, they brought people over specifically to enlarge the population. Croun is somewhere in North America, people already lived in these countries before he showed up. He also made a deal, we don’t know what that deal was but we can infer it helped him not die and settle with a family and found a town

Wet socks is simply a callback. Josiah is the first person who says it and it’s implied that he likely said it to his offspring and they said it to there’s that’s why Crowny likely knows about it because it’s been a common saying passed down generation to generation
