Quite a few people responded to my post about low budget vs low stakes in Doctor Who by saying they wanted a lower budget because they wanted more practical effects, but they are not synonymous with low budgets. Practical effects can often be more expensive and time consuming than using CGI, that's why you can have a horde of Macra or multiple Krillitane in an episode, but never more than one Judoon with its helmet off.
