So today I carefully captured this beauty and did a little research with help from @juliamon . I called the phone number listed at the American Pigeon Racing Union, and gave them as much information on the band on this birb. Unfortunately, they were unable to trace any information, saying the band might be counterfeit or something. However, they did give me a phone number to a local pigeon shelter in the event the owner can’t be found.
