I don’t think it was worded that way, I read it as she doesn’t have a chaos system, and -also- she isn’t marked like other protagonists.
I may have read through the IGN article quickly, this is the quote that gave me this idea.
“Protagonist Billie Lurk isn’t marked by the outsider, so she’s not part of his game which sees him testing his subjects and judging them for it. In other words, the broader world of Death of the Outsider won’t change depending on your actions as it has in other games.“
Now of course, this isn’t quoted from someone directly working on the game so it may be off the mark here. I still find it iffy the suggestion that since Billie is not a marked individual that she won’t have such a large impact on the world.
You could be right though, that its just she doesn’t have a chaos system and unrelated is not marked. This article is just talking to one person about the game. I could be reading more into this quote then there really is too.
