The entire point of the adoption would be to protect her from my enemies, and being my daughter would make her no safer than being my ward already does. Moreover, I am unmarried and, though an acknowledged noble, I am a member of the Temple. I lack the social clout necessary to offer her the protection she needs.

Part 5 Volume 9 Spoilers ahead-

My favourite thing about this is that prior to this ahem. Declaration. Rozemyne has tried to convince Hannelore she is not in love with Ferdinand, even if he is 'the ideal political partner,' (yes, she did actually say that-) then had a conversation with the man himself about how to prevent their theoretical marriage from being forced on him,

And then she goes and says this-
