This is missing a signature or direct attribution, but Bruce Eagle is listed on the credits page as one of three artists responsible for color art in this book, and the other three paintings are credited clearly to Jeff Easley and Keith Parkinson here or in other products.
Bruce Eagle was an Oklahoma-born musician turned visual artist better known for movie poster art, his work for Disney, and children's book illustration. In between he created a few paintings for TSR that appeared in D&D books, posters, and puzzles.
