It looks like this mural was painted by at least two artists possibly at different times in 2013. The character on the right is by Tel Aviv based Addam Yekutieli aka Know Hope. His art has been shown in galleries around the world, including Los Angeles and San Francisco. This might have been painted in 2013 while he had art at a local gallery.
It looks like the left hand side was by KLONEZ in the same year.
