The right way to measure building heights in the New Los Angeles Baseline Hillside Ordinance

One of the most significant and potentially misunderstood changes to the new Los Angeles hillside ordinance (enacted on May 9, 2011) is the rule for measuring building height.

The new Baseline Hillside Ordinance encourages a "stepping-up" strategy in order to prevent new houses from being too massive.  So, it utilizes two measurements to regulate the maximum height: envelope height and overall height. Specific zoning districts have different maximum allowable heights.

You can consider the envelope height to be the relative height taken anywhere on your building from the adjacent grade to the top of your building at the same location, while the overall height is the absolute maximum height from the lowest adjacent grade (5' offset from building) to the highest point on your building.  Here is how you measure the two.
