Yes, he is the one to first propose it because he is first lieutenant and therefore closest to the captain in rank and it is his duty to mediate to a degree, but all through the interaction with Crozier we can clearly see that Crozier knows this idea does not come from Little originally. Like look at the way Crozier glances at Le Vesconte (who by the way avoids eye-contact, clearly knowing this is an unpopular opinion and therefor not keen on proposing it himself).

Like I don’t want to strip Little of his agency, but he is somewhat impressionable, at least to ideas he think will keep as many as possible of the men safe.
