Milwaukie City Council is looking for a pair of citizens and a local business person to join a task force that will assist City staff and the Library Board to stimulate a broad-based discussion of the community need for library facilities, the options available for expansion, and the process needed to pursue potential locations and funding. The task force will help the City determine how to utilize one million dollars of capital funds that will be available in 2012 from the Library District of Clackamas County to address space needs.
Council passed a resolution at its March 15, 2011 meeting to create the Task Force and set its make-up of:
• Two citizens-at-large
• Two Neighborhood District Association (NDA) representatives
• Two Ledding Library board members
• A member of the City Council
• A local business person
• A Library Foundation member
• A Planning Commissioner
• A Budget Committee member
The citizen-at-large positions as well as the NDA positions will be selected to represent each of two geographic areas (east and west sides of Hwy 224): a) the Lake Road, Historic Milwaukie and Island Station NDA’s and, b) Hector Campbell, Ardenwald-Johnson Creek, Linwood, and Lewelling NDA’s. The NDA leadership will be asked to nominate representatives from the two areas. No geographic requirement applies to the local business person to be selected.
The Task Force is charged with four tasks:
• Develop a scope of work to evaluate options to either expand the Ledding Library or to pursue additional library facilities within the city that deliver services in association with the Ledding library (to be completed by July 1, 2011).
• Evaluate the impact of assuming responsibility for delivering services to the unincorporated areas of Clackamas County (to be completed by July 1, 2011).
• Cost out the options and present preliminary estimates to the City Council for direction (to be completed by September 1, 2011).
• Follow Council direction and obtain necessary consultant services to develop detailed plans to present to Council of the alternative funding options (to be completed by January 1, 2012).
