It is obvious that he (the king) would share meals with the 2 (soon to be) most important women in his life: his mother and jiyeong

with his mother, he ate and felt a sense of home and familiarity. it was the time where they got together and that time of the day had to be his favorite I assume because he had his mother's attention and he tried to make the time special and that is why he believes food to be so important

and with jiyeong, her food brings him back to those sensations and feelings. they share the same thoughts about food and how important it is, hence why he is so emotional every time she serves him food. in a weird way, he thinks that she understands him
