Newly made/born Matoran were probably kept an eye on because it made to be known if they were truly sentient, as Matoran turned out to be

This meant watching them sleep until they awoke, moved around, and started talking. Some caught on faster than others and they were out and learning what they'd be doing

The ones that took longer needed to be consoled and calmed down because, "Where am I? Who am I? What's going on? Who are you people?"

And then there was Vakama, who took a while to wake up and when he did, he wouldn't stop screaming

Another Matoran? Scream

A Vahki? Scream

Turaga Dume? Scream

Toa Mangai? Scream

At least until Lhikan carefully picked him up and held him

Silence and a very tired Matoran

Turns out he was VERY scared and the sudden awareness of, "I'm alive, I'm a person, I'm gonna have an identity, a purpose, people who watch other my so they know I'm doing my job, only I don't know who anyone is or where I am or who I am," sooooo
