I have a theory that Belgians get high positions because we're harmless. We're basically the hobbits of Europe. You have the French elves and the German dwarves and there's a ring of gold and somebody has to carry it. And the French don't want the Germans to have it and the Germans don't want the French to have it, so at some point they look around and say 'There must be a Belgian around here somewhere'.
