I think you underestimate just how evil Woodrow Wilson was. He re-segregated the military, resurrected the KKK, and his economic policies caused a depression. He was so bad Harding won just by campaigning on "returning to normalcy". Unless you consider him too far back to be a "modern president", I would posit he is the worst President.

I'll rephrase to 'worse president since 1950'.

You're right of course, we do have worse president's in our history.

How about, most ineffectual president?
