Its just a method to decoding clues, something Chambers appears to do to in The King in Yellow, and I bet is in play in True Detective as well. Also, I might know where Carcosa is, but, I'm speaking way too soon.
The King in Yellow isn't about yellow, that's all I'll say. It's a diversion. I don't want to totally embarrass myself yet. Or spoil anything if I'm right.
