My two cents
I feel sorry for Crowley in the lockdown audio, but I’m also hardcore empathising with Aziraphale. You don’t thrown off 6000 years of ‘disobeying the Official Rules will tear you away from God’s Holy Love forever’ conditioning overnight. Or even in just under a year. Like anyone who left an abusive situation there’s going to be false starts and sudden retreats to Safety. Not to heaven, he burned that bridge and is incredibly thankful that he did, but to other sets of rules that are ‘there for your own good’.
Crowley understands that. Hence his gentle ‘good night, angel’ and not doing anything more that adding one more month to his nap.
(Also, since there is a pandemic actually going on in the actual real world, them gleefully breaking lockdown would have left a slightly bad taste in my mouth.)
Idk, I just want give the angel a break, ok? I’ve been where he is. It’s hard. And I didn’t have to wait 6000 years to get out.
Edit: I do deeply appreciate confirmation that Crowley doesn’t like to kick people when they’re down, nor does he want to cause actual deaths.
I do suspect a big part of it is that there’s no challenge, no fun in tempting people who are already desparate. Crowley likes to play and prove to himself that he’s smart, not just act like a thoughtless jerk.

Let me hear them GRIPE over how the nations had never decreed National Lockdown orders during the time if the Bubonic Plague and the Black Plague and do you remember that time you got discorporated over the Spanish Flu...? And you can't even just fly off to another continent this time cause it's a global crisis!!!
(P/s: fanfic idea; how would you guys like it for a ficlet on the Horsepeople? Pestilence returns with a vengeance, War and Pollution seem weaker compared to before while Famine seems to be gleefully overworked? Or War last seen inciting the anger of the Privileged in Western societies, demanding haircuts and fast food? There's so much we can take on all our previous angsty plague fics!)
