The fact that the Avengers probably don't know that Loki can shapeshift (except for Bruce) opens a lot new opportunities for him to return in A4 secretly without anybody noticing till he makes a mistake or meets his brother.

In case Loki should come back, I want him to team up with Tony and Nebula on Titan. They're obviously Team space now.

Maybe, the Tesseract has shown Loki that he needs to get to Titan. When he arrives, he uses his shapeshifting abilities to disguise himself as Captain America, cause he thinks that he will gain Tony's trust faster this way. But it doesn't work very well, cause he didn't know about the civil war. He returns into his normal form and explains everything. Tony understands him (after he probably won't listen to the god, but Nebula assures him that Loki tells the truth with Thanos and NY) and so, the three return to earth to reunite with the other Avengers.

But they can't find or contact the others due to the fact that they are in Wakanda. Tony doesn't know this and when he can't find the rest of the Avengers, he thinks that they also became dust. So, they return to New York and meet with Hawkeye who has also no idea where the others are, but he tells Tony about Scott and the quantum realm stuff (maybe Clint and Scott had a talk about antmans abilities and the quantum realm stuff?). Loki hears this and tells them that the Tesseract uses the energy of the quantum realm and that they can go everywhere if they would have it, even into the Soul World where everyone is trapped after the snap.

Tony decides that they go and search for Scott, cause Tony wants to get Peter back. They find the van somehow and free Scott. The group decides to go back in time to get the Tesseract or other things (information, etc.). Loki disguises himself as Captain America so it wouldn't seem awkward when he doesn't know something about modern earth in case someone asks or talks with him. And remember, Tony still has Cap's shield. The disguise would be perfect. And Tony is a guard, Scott can shrink and hide, Nebula stays back in the present to have an eye on everything while they're away and Hawkeye makes sure that there plan does work and no one notice anything odd about the time travlers.
