Poor Lt. Kyle. Being a transporter operator is more dangerous work than what he bargained on. Even wearing a blue jumpsuit instead of red doesn't protect him. Maybe he really does need to go back to being a helmsman on the bridge. At least there, he didn't get whacked.
Redshirts not only get killed easily, they also often find themselves in embarrassing situations.
Maybe Lt. Kyle does not wind up dead like most redshirts do, but he gets zapped by an agonizer, double neck pinched by Khan, is incapacitated by a wicked karate chop applied by Dr. McCoy of all people, and is shoved unceremoniously off his Transporter station by Mr. Spock. Even living redshirts don’t always have it easy.
If anyone was going to be a Section 31 agent in TOS I'd bet on Lt. Kyle. Never trusted that guy. Besides, Section 31 has a history of going after only British officers (Bashir, Reed).
