cursed personal interpretation just for fun: I see Lucci as a classic prison-gay guy. Whatever he is by nature, for all practical purposes and application, he's prison-gay now, even if he was originally gay.

Killing his way into being raised by Cipher Pol just cemented the whole loyalty = for-life = power dynamics = intimacy associations and I feel like in his own limited way, he got attached to Spandam. So Spandam's weaker-than-him yet is-his-superior thing became a cornerstone of Lucci's development in general (incl. sexual). This is why Lucci keeps Spandam around as his gopher when he became CP0's director - it's kind of a power dynamic subversion to him. For now. He's still getting used to it.
