Penny sighed as she looked at her now dead phone, of course she had forgotten to charge it after the party last night. Now she was stuck in some part of town, a broken shoe, dead phone and truly she wasn't even fully aware of what city she was in. Penny however, put on her sweet smile and walked over to the first person she could find and opened her mouth to speak, but quickly closed it and tilted her head. "I was gonna ask for a phone charger...but are you okay?" She said her eyes immediately connecting with the others.

-When Penelope moved out of her mother’s house for good, she donated all of the clothes her mother forced on her to charity. It was very therapeutic to finally be able to choose clothes that looked flattering on her.

Penelope had listened to several of these conversations over the years since the column had surfaced, but had never been asked her opinion. She tilted her head to the side as she considered. “Lady Danbury would have an easy time of it. That woman doesn’t miss anything.”

Penelope looked from her friend to the drink in her hand, silently debating with herself. She trusted Kate and it wasn’t as if it’d ever end up in Whistledown, but still. She looked around quickly before murmuring, “Colin Bridgerton.” Her cheeks flushed as she looked down at the ground.

Considering Penelope’s feelings for Colin, if another man did try to court her, would she accept or not?

In all honesty, it would depend on when it happened. If it was before what she calls that day, then probably not. Despite knowing that her feelings are unlikely to ever be requited, she still holds onto a tiny bit of hope until then. After that, well.. she does admit in RMB that she had wanted a home and family of her own, but by that point, she was considered on the shelf, so it was unlikely to happen. Especially since she was invisible to most of the ton. 

By the time Lady Danbury says she will be her new project, she is thoroughly confused by Colin’s behavior. If the carriage scene had not happened, then she might have gone along with Lady Danbury, simply because the older woman is a force of nature that she is unable to stop. I could see that as an alternative catalyst for Colin to fully open his eyes to Penelope and his feelings for her, to be honest.

[ “Do not think I mean to criticize your parents,” she said with an expression that was innocent and sly at the same time. “I would never dream of implying that you were spoiled in any way.”

He nodded graciously.

“It’s just that”- she leaned in, as if imparting a grave secret- “I rather think you could get away with murder if you so chose.” ]

-Oh, I cannot wait until Penelope has enough confidence to say this on the show.
