But if she’s crossed the river into a heaven of her own making does that means she’s dead? and if she is is she just waiting to be resurrected?

Basically, I don’t think it’s a one-way trip. There’s even some potential evidence for this in ***SPOILERS*** The Dreadful Teens. Abigail expresses surprise that Harrow would have been able to even summon them since she, a spirit-magic expert, figured they would have crossed The River easily. Maybe they did! Maybe spirits that have Crossed The River can hear summons from the living and come back of their own volition; the Fourth’s all about running into a fight :> :>
Of course all this is theoretical and I could just be wrong :p I doubt Muir would “kill off” Harrow any more than she would Gideon.
