I watched all the episodes and I was never explained :/ Just kinda assumed it was Targent.

I WAS JUST TALKING ABOUT THIS I thought he must be covering something up but then it's never revisited. a pretty pointless red herring
yeah I always thought it was Targent too I just didn't really know what their end game was
Bridge gave me a cool theory that Targent was actually checking out what Randall was working on because hell if a mystery that many expert archaeologists couldn't figure out is currently being decrypted by a 17 year old boy it's probably worth looking into it. so they would basically use Hershel to get to Randall
but I guess that depends on how secret Randall was keeping his work outside his immediate group of friends
