There are several ways to depict villains in media. The type that the Time Bokan villains usually fall into are basically the comically inept villains that revel in being bad and rotten.
The origins go back to the early 20th century, These films and serials, particularly comedic ones featuring Buster Keaton or the Keystone Cops, featured villains depicted to be wearing black clothing and often a mustache.
Their actions and looks were so cliched that by the 50s exaggerated parodies of them were used in comics and cartoons, and by the 60s these types of baddies weren't limited to black clothes, facial hair, or even gender.
