Most sympathetic is Maricica hands down.
I think what separates her from all the other villains is that she had no choice. All the others choose to do their villainous actions, and this isn't to dismiss the context for why they did or their self-justifications, but to emphasize that they all had a choice to do what they did.
What choice did Maricica have? She was effectively a newborn child who watched her family and beloved brother die in front of her, betrayed by one of their own, and became the top hench girl for the most evil/powerful Fae in her court on the threat of fates worse than Death.
And to top it all off, we learn that Mari is one of the few naturally born of her kind, and the rest have been killed off or slowly killed off by colonizing Fae.
She hates her life so much that she actively works to be rid herself of Faehood, something that not a lot of characters in story seem to comprehend or understand. She made genuine friendships knowing that either she will be punished to the point of personality erasure for failure or she betrays them all to find a chance at success.
But these are genuine relationships and we seen hints that they do mean a lot to her, but she feels like she has to put them aside to survive.
She does a lot of evil, evil, things. But we never get to see her when the threat of doom isn't hanging over her head.

A PALE GAME
i did it. after two months, here it is, the fucking thing is done!!!!
now, as you all know im an animator and i graduated as a game designer. a title i very rarely have a chance to excercise, so i decided to tackle this little personal project to see how good, how convincing could i make this look.
to be clear: this is not going to be an actual game. i have no plans to make an actual videogame based on this. this is only a conceptual trailer for entertainment purposes. because lots of people like to hypothezise how their favourite story would look like if it was adapted to a game, but i go one step further.
two months, 41 solid days of work. all for one minute and a half of content. animation is a brutal art form, let me tell you. i went as far as to actually comission original music for this thing, which was made by the exceedingly talented, sexy and british blackhole!

Oh god, what would either of these people even want out of a relationship?
Cherie ran away from Heartbreaker, because, quite frankly, if you were able to think about wanting to, why wouldn't you? But she had to go somewhere that would be enough of a deterrent to stop her dad from following, and all she could think of was the Slaughterhouse Nine. She wasn't going to be happy being a member of the Nine either (because, well, fucking obviously), so she decided to take control of the Nine, because once you're in charge of the most dangerous group on the planet, you can finally stop running and stop being afraid.
Yeah, Cherie Vasil is kind of an idiot.
Maricica's feelings towards Low Fall aren't that different. She, too, set out to flee an incredibly oppressive environment, but the main difference is that Maricica had an idyllic life in her little grove with her family, that got torn away from her by the wider Fae Court she found herself in, and she decided, when her brother died, that she wanted to escape, and the only way to do that was to stop being Fae and instead, through a bunch of trickery, fake her death and become something else.
A lot of how Maricica would feel about Cherie depends on when, for Maricica, they meet.
Cherie's emotional manipulation would be absurdly crude to Fae Maricica, to the point Cherie would be lucky if Maricica thought enough of her to be insulted, at most she'll treat her the way Jack Slash did, stringing her along with the idea that Cherie's winning before pulling the rug out from under her when it suits her.
But Abyssal Blood Goddess Maricica, well, she might be amused by Cherie. She wouldn't leave any illusion about being the one in charge, but she might find Cherie useful, and graciously bring her into her fold.
Because, let's face it, Cherie would be a pretty good fit for Charles' ideology of suffering pushing someone to greater heights, forcing them to push past their limitations to survive. If Cherie had found the Carmine Coalition instead of the Slaughterhouse Nine, she would've fit right in.
She might well end up in a position similar to Kira-Lynn's by now, walking ever deeper into Maricica's embrace, and embracing own worst tendencies while doing so
