1) Boxed color, usually Revlon. Always permanent. 2) L'Oreal Paris Haircolor Remover. 3) Haven't rinsed but I'm about to hit 60 minutes so I need to PDQ. 4) I meant I would put the brown on and then in four weeks use the haircolor remover again to get it lighter. My biggest issue is military regs (no non-natural colors) so I can't walk around for three weeks with orange hair.

alright, well. let me know how the remover works and go from there. i mean, if it does a good job stripping the black, then... go ahead and try your plan and see if it'll get you light enough. if NOT, go get some developer from a public wholesale beauty store (20 volume), and lightener and try bleaching the crap out of it. i don't know if you have a sally beauty supply there, but if you do, they sell this stuff in sample packs called ion repair solutions for like a dollar, and it'll help that whole feeling like straw thing that might happen from either process.
if your hair, either way, comes out orangey, or yellow. you'll want a cooler blonde over it, so something with an ash, blue, or violet tone. it'll cancel out the warmth.
