Rhaegar Targaryen's small council
Lets say Rhaegar killed Robert and won the Rebellion with the help of Tywin sacking the rebel forces. After Aerys execution by The Mountain's hands via Tywin's orders. This is the Small Council I can vision. Rhaegar's intention is to unite the realm
Queen of the realm:I could imagine Rhaegar making the Queen a more important role, trying to make the role more of an equal to the King, also giving Elia and Lyanna(if he can make the two wives thing stick) as much power as Visenya and Rhaenys had.
Hand Of The King:I could see Rhaegar bringing in Jon Connington. I wouldn't pick Tywin. He was known to run the show while Aerys was in charge, so picking him would send the signal that Rhaegar wants to keep Tywin as de facto King. I'd go with unquestioned loyalty and appoint JonCon.
Master of Coin: Here we can take Tywin, or if he doesn't want to, Kevan. Appeasing the Lannisters in some way is important, and they should be skilled with money. However if the Lannisters feel slighted and won't come around, I could see Mace Tyrell as Master of Coin.
Master Of Whispers:Varys served Aerys well, but someone as smart as Rhaegar knows he cannot be trusted. I believe Doran Martell would be the best choice or Oberyn if Doran can't make the move. Oberyn is well connected to sellswords and Essos, so I believe he can make the role work.
Master of Laws: Jon Arryn. He is capable, and widely respected for his honour. Having him advise on legal matters and act as royal envoy would grant respect to the King. If not Arryn, I could see Ned Stark to appease Lyanna and integrate the North.
Master Of Ships:Probably Lucerys Velaryon. But maybe Rhaegar wants a more united realm so he appoints a Greyjoy to integrate the ironborn, perhaps Victarion Greyjoy. Another candidate would be Paxter Redwyne.
Grand Maester: Pycelle or Marwyn
Lord Commander of the Kingsguard: Gerold Hightower or Arthur Dayne
