Well, technically, this depends on how we choose to define what constitutes a “car.” That is is a motorized vehicle situated on tires (or tyres, depending on your country of origin) is standard. But need it have four wheels? How should we classify this 1939 Morgan F4?
Or the Reliant Robin?
Now in fairness to your definition of a car as a four-wheeled vehicle, some countries do not require operators of these vehicles to have the same form of driver’s license as is required to drive a four-wheeled automobile.
