$10000 reward offered in reported abduction case

PHILADELPHIA (AP) — Authorities say a $10,000 reward is being offered for information in the reported abduction of a woman over the weekend in northwestern Philadelphia.Detectives say a witness said he saw a woman identified as 22-year-old Carlesha Freeland-Gaither yelling for help as she was being forced into a dark gray four-door vehicle at about 9:40 p.m. Sunday in the Germantown section of the city.Police said the victim’s glasses and cellphone were dropped onto the highway, and the witness said he broke the rear windows on the driver’s and passenger’s side before the car fled.Lt. John Stanford, a police spokesman, said Mayor Michael Nutter had approved the $10,000 reward and was asking anyone with information to call the police tip line or the northwest detectives division.

Philadelphia Mayor Michael Nutter Signs Marijuana Decriminalization Bill

Mayor Michael Nutter Phillymag.com reported today that Philadelphia Mayor Michael Nutter signed Jim Kenney’s bill that replaces criminal penalties for the possession of small amounts of marijuana with a civil fine, similar to a traffic ticket. The bill is set to go into effect on October 20, 2014. The initial version of the bill approved by the city council on June 19 makes possession of up to one ounce of marijuana a civil offense, punishable by a $25 fine. After negotiations between the mayor and members of the city council, the final version of the bill was amended to include a $100 fine for public consumption, or a nine-hour community service requirement. “Philadelphia voters and their elected officials are fed up with laws that criminalize people for possessing a substance that is less harmful than alcohol,” said Rachelle Yeung, legislative analyst for the Marijuana Policy Project. “They disproportionately impact communities of color and do nothing to make people safer. We applaud city officials for taking this important step toward a more sensible marijuana policy. It is time for the rest of the state to follow its lead.” Possession of over 30 grams, as well as distribution irrespective of weight, however, still registers as a criminal offense. In honor of the student artists and teachers of the Pennsylvania School for the Deaf: Arts through the Ages Exhibition, a reception was held at City Hall on September 25, 2014. Mayor Michael Nutter, Councilwomen Jannie Blackwell (3rd District) and Cindy Bass (8th District), and Councilman Curtis Jones Jr. (4th District) were in attendance.
